Sacramento police officers put this 18-year-old young man, Tyzhon Johnson in a chokehold. He was tapping the walls because he couldn’t breathe.
Sacramento police sent Emily Maher from KCRA news a statement on the whole situation.

Sacramento police aren’t allowed to use chokeholds, but can use “carotid restraint holds,” where pressure is applied to side of the neck.
Mayor Darrell Steinberg says the incident is under investigation — saying he wants further discussion about whether neck holds should be used at all.
They have so many cops on the scene holding him down and in each video the cops doesn’t tell Tyzhon why he’s being detained.
In another video, Zakiyah Guillory, the woman who recorded the close-up video, is seen being pushed to the ground by police.
