U.S. House passes police reform act named for George Floyd; the bill would ban neck restraints at a federal level and overhaul qualified immunity. Rep. Lance Gooden, the lone Republican to vote for H.R. 1280 says, he “accidentally pressed the wrong voting button and realized it too late.
