23-year-old Emmitt Willis filed a federal lawsuit alleging that a Pittsburgh police officer pointed a gun at him from a moving unmarked police car before punching him in the face at least twice and later firing that gun into the ground a few inches from his back.
Willis also claims the officer used racial slurs and picked up the casing from the ground to cover it up.
He says police conspired to falsify a DUI charge, before releasing him hours later.
