New X Factor footage reveals that it was mainly Nicole Scherzinger who grouped One Direction, not Simon Cowell:

“They are just too talented to get thrown out. They got just the right look and right charisma on stage, I think they’ll be really great in a boyband together. They are like little stars so you can’t get rid of little stars you know, so you put them all together.”
